William “Bill” Line – Executive Vice President and General Manager
As Executive Vice President and General Manager of Doyon Government Group (DGG), William Line is responsible for developing all operational, business and strategic plans, business development strategies and guiding the management team towards long-term goals set by the company.
Mr. Line came to DGG in 2013 with over 30 years of experience in design and construction, having worked with wide range of facility types for most of DGG’s business lines, including numerous nationwide IDIQ programs and multi-million dollar projects for the United States Army Corps of Engineers and the United States Navy, and numerous private-sector clients. He is a registered Professional Engineer, an Accredited Professional in Leadership in Energy and Environmental Design (LEED) and is a licensed contractor in several states.
He earned Bachelor of Science degrees in Building Science and Mechanical Engineering from Rensselaer Polytechnic Institute in Troy, NY, and is a member of the Society of American Military Engineers (SAME) and the American Society of Healthcare Engineers (ASHE).
Kathleen Villars – Chief Financial Officer
As Chief Financial Officer for Doyon Government Group, Kathleen Villars is responsible for the overall accuracy and integrity for the financial position of DGG and its subsidiaries while supporting the organization’s strategic goals and corporate vision.
Prior to joining DGG in 2011, Ms. Villars supported several federal government contracting companies in various roles as both a consultant and employee. She was employed for over 20 years in various accounting and finance positions with Alaska Native Corporations and their government subsidiaries in Fairbanks and Anchorage, AK and MD. Ms. Villars has also worked in public accounting and with several non-profit organizations.
Ms. Villars has a strong passion for mentoring her employees, and has spearheaded a formal mentorship program at DGG. She meets with employees one-on-one to offer additional leadership skills and professional techniques to define their career path and foster a healthy work environment.
Ms. Villars holds a Master’s degree in Business Administration from Loyola University of Maryland, a Bachelor’s degree in Accounting from Saint Leo College. She is a life-time member of the Beta Gamma Sigma Business School Honor Society and is a Certified Public Accountant and Certified Valuation Analyst.
Patrick Hoxie – Director, Contracts and Compliance
As Contracts and Compliance Manager for Doyon Government Group, Patrick Hoxie reviews and approves prime and subcontracts. Mr. Hoxie monitors compliance with federal and state procurement regulations and acts as the primary interface for Department of Defense contract audits.
Mr. Hoxie came to DGG in 2011 with over 30 years of experience in federal procurement and was also a former defense contract audit agency auditor. He has served as the vice president of finance for a mid-size international government technology contractor and has over 14 years of experience with Alaska Native Corporations and Alaska Native Village Corporations.
Mr. Hoxie holds a bachelor’s degree in Accounting and Finance from American University and is a Certified Professional Estimator.
Mr. Hoxie was formerly an associate professor at Iḷisaġvik College in Barrow, Alaska.
