William “Bill” Line – Executive Vice President and General Manager
As Executive Vice President and General Manager of Doyon Government Group (DGG), William Line is responsible for developing all operational, business and strategic plans, business development strategies and guiding the management team towards long-term goals set by the company.
Mr. Line came to DGG in 2013 with over 30 years of experience in design and construction, having worked with wide range of facility types for most of DGG’s business lines, including numerous nationwide IDIQ programs and multi-million dollar projects for the United States Army Corps of Engineers and the United States Navy, and numerous private-sector clients. He is a registered Professional Engineer, an Accredited Professional in Leadership in Energy and Environmental Design (LEED) and is a licensed contractor in several states.
He earned Bachelor of Science degrees in Building Science and Mechanical Engineering from Rensselaer Polytechnic Institute in Troy, NY, and is a member of the Society of American Military Engineers (SAME) and the American Society of Healthcare Engineers (ASHE).
Anthony Wood – Director of Operations
Mr. Wood oversees all day-to-day construction operations, monitoring project costs, schedules, and performance for the organization. He maintains client and subcontractor relationships and assists project teams with conflict resolution, client management, and daily challenges.
With over 30 years of experience in design-build and design/bid/build general, civil, and mechanical construction, Mr. Wood served as vice president of a general mechanical federal contractor for over 10 years before starting his own business in similar work. He operated his own firm until selling it in 2005 and joined Doyon in 2010. Mr. Wood has over 25 years of executive experience and holds three master plumber licenses.
Zacheus Ritchey, MBA, PMP -DGG’S Director of Preconstruction and DTS’ President & General Manager
Mr. Ritchey has over 14 years of progressive experience in federal government contracting within the Architecture, Engineering, and Construction (AEC) industry. As President and General Manager of Doyon Technical Services, he provides strategic leadership for multiple
Alaska Native Corporation (ANC) 8(a) subsidiaries, delivering critical infrastructure projects for DoD and other federal agencies nationwide.
In his concurrent role as Director of Preconstruction, Mr. Ritchey leads strategic planning, business development, proposal preparation, estimating, and project startup processes for both Design-Build and Design-Bid-Build delivery methods across the DGG organization. His earlier leadership in Business Development and Proposal Management includes guiding teams through the complete opportunity lifecycle, overseeing the submission of over 300 proposals annually valued at more than $1 billion, and building robust marketing, estimating, and subcontractor management capabilities.
Mr. Ritchey holds an MBA with a specialization in International Business and a Graduate Certificate in Business Analytics from the University of Nebraska-Lincoln (2026), along with a BA in English from the University of Washington and current PMP certification. He offers deep expertise in Federal Acquisition Regulations, staff development, rebranding efforts, and ERP modernization, complemented by strong technical proficiency across multiple industry-specific platforms.
Pat Hoxie – DGG’s Director of Contracts and Compliance
Mr. Hoxie has over 35 years of progressively more responsible experience in financial and government accounting including financial reporting and financial statement analysis, budgeting, program management, proposal pricing and contract negotiation, contract administration, internal audits, operations and work process improvement reviews and government cost accounting (FAR/DFAR/CAS/GSAR/AIDAR/OMB Circulars). He is a former Defense Contract Audit Agency (DCAA) auditor. Pat has also been the Vice President for Finance for a mid-size international government information technology contractor as well as the Vice President of Operations for a large government product and services contractor. He has been engaged to support consulting clients ranging in annual revenues from $1 Million to $60 Billion.
Chrystal Myers, PHR, SHRM-CP – DGG’s Director of Human Resources
As Director of Human Resources for Doyon Government Group (DGG), Chrystal Myers provides strategic leadership for all human resources functions, partnering with executive leadership to develop and implement people strategies that support the company’s business objectives. She oversees talent acquisition, employee relations, compensation, benefits, compliance, organizational development, and HR operations for DGG’s nationwide workforce.
Ms. Myers joined DGG in 2010 and has held progressively responsible roles within the Human Resources department, including Human Resources Recruiter, Human Resources
Generalist II, Human Resources Supervisor, and Director of Human Resources. With more than 25 years of human resources experience, including more than a decade supporting the federal construction and government contracting industry, she partners with leaders across the organization to build a strong workforce, develop talent, and ensure compliance with the complex employment regulations that govern DGG’s nationwide operations.
Ms. Myers earned a Bachelor of Science in Human Resource Management from Western Governors University and holds both the Professional in Human Resources (PHR) and SHRM Certified Professional (SHRM-CP) certifications. She is an active member of the Society for Human Resource Management (SHRM).
Bree Stendal, PMP – DGG’s Business Development Manager
Bree Stendal serves as Business Development Manager for Doyon Government Group, where she leads the company’s Business Development department and drives strategic growth initiatives across its federal portfolio. She oversees business development operations, capture planning, proposal strategy, and market intelligence, working closely with executive leadership, operations, and estimating teams to identify and pursue high-value opportunities. With extensive experience in federal contracting, Bree is committed to strengthening client relationships, improving business development processes, and implementing data-driven strategies that enhance operational efficiency and support sustainable growth. Her collaborative leadership helps position Doyon Government Group for continued success in delivering high-quality solutions to federal agencies nationwide.
