NAVFAC NW Design-Build 8(a) MACC – $400M

Awarded in August 2023, Doyon Management Services is working with NAVFAC Northwest on this 8-year, $400M, Design-Build, Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC). Task Orders will be between $100K and $5M.

Work will be performed at various installations and facilities serviced by NAVFAC Northwest and located within the NAVFAC Northwest area of responsibility, primarily in Washington and including but not limited to Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming.

The planned contract consists of Design/Build work for new construction, renovation, alteration, demolition, and repair. Work may include, but is not limited to administrative and industrial facilities, housing renovation, childcare centers, lodges, recreation/fitness centers, retail complexes, warehouses, housing offices, community centers, commercial and institutional buildings, manufacturing and industrial buildings and other similar facilities.

USFWS Design-Build Construction MATOC – $250M

Doyon Management Services was awarded a spot on the U.S. Fish and Wildlife Service’s nationwide 5-year Multiple Award Task Order Contract (MATOC) for Design-Build construction services for the continental US and Hawaii in any state or US territory. DMS will be working with the Department of Interior customers including the U.S. Fish and Wildlife Services, National Park Service, U.S. Forest Service, and the Bureau of Land Management on this contract to support the “Great American Outdoors Act”. Projects will include design services, construction of facilities, interior and exterior facility renovations, demolition and installation, heating and air conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, interior & exterior utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, surveys, studies, and other related work. DMS has selected to work in Idaho, Montana, Oregon, Utah, and Washington.

NAVFAC 8(a) Small Business MACC – $750M

Doyon Management Services will be working with NAVFAC Washington on this eight-year Design-Build, Design-Bid-Build Multiple Award Construction Contract (MACC). Construction projects will include new construction, demolition, repair, alterations, and renovation of buildings, systems and infrastructure. Types of facilities may include administrative, industrial, maintenance, warehouses, communications, personnel support recreation, lodging, medical, training, ranges and roads in the NAVFAC Washington AOR.

USAF Design-Build Hill AFB MACC – $385M

Doyon Management Services and Design Partner Design West will be working with the U.S. Air Force on this 5-year, $385M, Design-Build Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC). The Team will provide construction services for Hill AFB, the Utah Air National Guard, and its tenant units to design, manage, and accomplish a broad range of repair, modification, and construction tasks. Work will include design, selection, fabrication, installation, modification, and testing on various facilities and interfacing equipment involving a variety of disciplines including design, demolition, reclamation, utilities, excavation, structures, electrical, mechanical, architectural, and other specialty and general construction work.

NAVFAC Design-Build General Construction New London, CT and Newport, RI MACC – $249M

Doyon Management Services will be working with NAVFAC Mid-Atlantic on this 5-year, $249M Design-Build/Design-Bid-Build General Construction Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC). This was an 8(a) set-aside procurement and will provide construction services for the Public Work Departments in Newport, Rhode Island and Lew London, Connecticut but may include other areas in the AOR of NAVFAC Mid-Atlantic. Work will encompass a wide rage of projects that include new construction, demolition, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of facilities will include administrative, industrial, maintenance, warehouses, hangars, communications, personnel support, recreation, lodging, dormitory, medical, roads, etc. in support of the PWD Pennsylvania AOR managed by NAVFAC Mid-Atlantic. Incidental work with specialty trades includes Mechanical/Electrical/Plumbing (MEP) systems including Heating Ventilating and Air Conditioning (HVAC) systems, boilers, high pressure steam distribution, electrical distribution, motors, generators, potable water distribution, sanitary sewer, storm water control, communications, and removal and disposal of asbestos or lead contaminated materials.

USFWS IDIQ MATOC in Support of the Great American Outdoors Act – $250M

Doyon Management Services was awarded a spot on the U.S. Fish and Wildlife Service’s nationwide 5-year Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for construction, maintenance, repair and alteration services. DMS will be working with the Department of Interior customers including the U.S. Fish and Wildlife Services, National Park Service, U.S. Forest Service, and the Bureau of Land Management on this contract to support the “Great American Outdoors Act”. Projects will include demolition and disposal, hazardous material abatement, levees, water control structures, vehicular and pedestrian bridges, roads, parking areas, hiking trails, fences, utility systems, low-rise commercial and residential buildings, reinforced concrete, HVAC, mechanical, plumbing, alarm systems, and electrical systems. DMS has selected to work in Alaska, Washington, Oregon, Idaho, Arizona, Utah, Maryland, and Virginia.

USACE Design-Build Access Control Point Program – $95M

Awarded in August of 2021, Doyon Management Services will be working with the U.S. Army Corps of Engineers, Huntsville District on this 8(a), 5-year, Design-Build, $95M Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) Access Control Point (ACP) Program.

This contract will provide repair and renewal services in support of the U.S. Army, and other federal agencies with ACP Design Build repair, renovation, conversion, alteration, additions, construction, commissioning, testing, measurement and verification, and equipment procurement/installation at Government installations and facilities. It will also include electrical power distribution systems, grounding systems, standby and emergency power, lightning and surge protection, short-circuit coordination studies, reliability/availability studies, Heating, Ventilating and Air Conditioning systems, fire protection systems, fire alarm/mass notification, communications systems, energy and energy conservation, and facility commissioning/re-commissioning.

U.S. Space Force Space Coast Multiple Award Construction Contract – $750M

Doyon Management Services will be working with the U.S. Space Force and U.S. Air Force on this 10-year, $750M Indefinite Delivery Indefinite Quantity (IDIQ) Space Coast Multiple Award Construction Contract (SCMACC) in the State of Florida at Patrick Air Force Base, Cape Canaveral Air Force Station, Kennedy Space Center, the Jonathan Dickinson Missile Tracking Annex, and MacDill Air Force Base.  The work will be accomplished for the 45th Space Wing, Naval Ordinance Test Unit (NOTU), Air Force Technical Applications Center (AFTAC), and National Aeronautics and Space Administration (NASA). 

This contracting vehicle will be used for executing a broad range of maintenance, repair and new construction of buildings, facilities, or base infrastructure, performed under a design/build or bid/build process. Projects will include a wide variety of construction tasks, including renovation, additions/ upgrades, and new construction integrating multiple construction trades/disciplines.

U.S. Army Corps of Engineers (USACE) Defense Logistics Agency (DLA) Marine Forces Reserve (MFR) General Repair and Construction MATOC, East Contract – $124.5M

Awarded in March of 2021, Doyon Management Services is working with the U.S. Army Corps of Engineers, Charleston District on this  5-Year, $124.5M, General Repair and Construction Multiple Award Task Order Contract (MATOC) at Various Locations for Defense Logistics Agency (DLA) Installations Support for Distribution and Marine Forces Reserve (MFR). This was a 100% Small Business set-aside acquisition resulting in East and West Contracts with multiple awardees for each region sharing $249M. Doyon Management Services was awarded a contract for the East Region.

This contract will include: Vertical Construction: Buildings – New construction, rehabilitation, renovation, repair of buildings, building additions, pre-engineered buildings and other structures; Repair of HVAC systems, plumbing systems, wastewater drainage systems, fire alarm and life safety systems; Roofs – Replacement and repair of partial and whole roof systems; Anti-Terrorism Force Protection (ATFP) – Building and site security and electronic security. Horizontal Construction: New construction, rehabilitation, and repairs of highways, roads, streets, and runways; New construction, repair, and replacement of underground utilities and fuel facilities and systems. Incidental Work: All work to create useable systems as defined in the contract; Interior/exterior carpentry and finish work; Forensic studies for water damage and presence of hazardous material.

Awarded in December 2018, Doyon Management Services is working with the U.S. Army Corps of Engineers (USACE) Seattle District on this 7-year, $175M Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Multi-Disciplinary Maintenance, Repair, Construction and Incidental Design Work for Joint Base Lewis McChord (JBLM) Its Sub-Installations and Other Customers Supported by USACE Seattle District.
The primary North American Industry Classification System (NAICS) Code for this contract is 236220 Commercial and Industrial Construction, with a small business size standard of $36.5 Million.
The scope of this contract includes, but is not limited to, renovation, repairs, minor building expansions and pre-engineered buildings (not to exceed the statutory limit for new construction), preventative maintenance, environmental abatement, erosion control and earthwork.
